Just buy the first game. Jak 2 tried too hard to implement GTA-style mechanics and systems, and that destroyed the game for me. That, plus the fact that it's a very difficult game and that its checkpoint system isn't good. Jak 3 is just Jak 2.5. It's too short and doesn't really add anything of substance.
The game takes place one year after Jak 3, and the most recent game Jak and Daxter: The Lost Frontier is assumed to be in between the time of Jak X and Jak 3.
